Chris Finger

Associate Director, Division of Supervision and Regulation, Federal Reserve Board

Chris Finger is an Associate Director in the Federal Reserve Board’s Division of Supervision and Regulation, where he has held leadership roles spanning banking supervision, regulatory policy, stress testing, quantitative risk modeling, and international financial standards. He has led teams of economists, quantitative analysts, and supervisory staff focused on developing and implementing policies that promote a safe and resilient banking system.

At the Federal Reserve, Chris has overseen the Policy Research and Analytics function, co-chaired the Global Systemically Important Bank (GSIB) Capital Program, and played a key role in the Federal Reserve’s annual stress testing and capital planning supervision. He has also represented the Federal Reserve in international standard-setting efforts, including serving as Chair of the Basel Committee on Banking Supervision’s Credit Risk Group.

Prior to joining the Federal Reserve, Chris was Executive Director of Applied Research at MSCI Inc. and a founding partner of RiskMetrics Group, where he led research, model development, and risk management initiatives for financial institutions worldwide. Earlier in his career, he worked at JPMorgan, where he co-authored the foundational RiskMetrics and CreditMetrics technical documents.

Chris brings deep expertise in financial risk, quantitative modeling, regulatory policy, and the application of data-driven approaches to complex decision-making.
